Rencana Strategis: 2018 2019 2020 2021 2022

This page contains Wikimedia Indonesia Strategic Plan for the next five years (2018-2022). This draft is derived from the results of the 2017 Strategic Plan.


Since its establishment in 2008, Wikimedia Indonesia does not have a strategic plan that can be used as a reference for activities, programmes, and future programmes.


Wikimedia Indonesia is a non-profit organization and local chapter of the Wikimedia Foundation, which manages Wikipedia and other wiki projects.


In line with the vision of the Wikimedia "Imagine a world in which every single person on the planet is given free access to the sum of all human knowledge," as stated in the Articles of Association, Wikimedia Indonesia's visions are as follows:

a. The association aims to support efforts to procure and disseminate open source knowledge materials in Indonesian and other languages spoken in Indonesia.

b. The association aims to support empowerment and stimulation efforts so that people are motivated to contribute to the collection, development, and dissemination of open source knowledge materials in Indonesian and other languages spoken in Indonesia.


Wikimedia Indonesia's missions, as stated in the Articles of Association, are as follows:

a. Organize public activities in the promotion of open source projects.

b. Seek ways to improve understanding and introduce free and open science to the public.

Programme I: Content production and distribution

One of Wikimedia Indonesia's missions is to support content production as well as free knowledge to the public. There are five sub-programmes within the first programme:

  1. Wikimedia projects training for the public
  2. Building themed content with other institutions
  3. Content translation
  4. Wikipedia article writing competition
  5. Developing digital contents about Indonesia in public domain

Sub-programme 1.1: Wikimedia projects training for the public

Wikimedia Indonesia has been pioneering Wikimedia projects training programmes within the WikiLatih project scheme. Besides Wikipedia, Wikimedia projects also include dictionary (Wiktionary), digital repository (Wikimedia Commons), structured database (Wikidata). This sub-programme aims to let people understand how to contribute and add content to Wikipedia. The programme expects an improvement in content quality and quantity. The programme also expects all trainees to understand the inner workings and technical functions that exist within Wikimedia projects.

Sub-programme 1.2: Building themed content with other institutions

Content improvement and development in Wikimedia projects do not rely solely on volunteers. Wikimedia Indonesia has started cooperation with other organisations to support this effort. In previous years, cooperation was undertaken within WikiLatih project scheme.

Each content improvement and development effort is given a unique topic. Topics are selected based on the skills of a particular organisation. The lack of articles on certain subject is also considered in the selection process. Increased direct cooperation can increase themed content.

Sub-programme 1.3: Content Translation

Content Translation is one of numerous features for content improvement on Wikipedia. This helps users who are proficient in a particular language to translate articles into another language. Wikimedia Indonesia itself has introduced this special feature on every WikiLatih training session. After the training, participants are expected to understand how to translate articles using Content Translation feature.

In addition to the growth of Wikipedia article count, this sub-programme also expects better quality of translated articles than their machine-translated versions.

Sub-programme 1.4: Wikipedia article writing competition

Wikimedia Indonesia has held several writing competitions on Wikipedia in order to generate articles that meet Wikipedia standards and to map the ability of users in article writing. By building a competitive atmosphere, participants will do their best to create the best articles. In terms of content quality, competition is very helpful in improving content quality and quantity as well.

Sub-programme 1.5: Developing digital contents about Indonesia in public domain

There's a lack of local content in the digital world. This is due to several factors. One of which is the low level of knowledge about copyright and its validity. To that end, Wikimedia Indonesia wants to improve dissemination of content with expired copyright period so that people can feel the benefit of spreading knowledge freely. This is done by encouraging certain agencies and projects so that local content, especially those that are already copyrighted, can be accessed easily by the general public.

Performance indicators

  • 110 project trainings (Wikipedia, Wikisource, Wikidata, Commons, etc.) all over Indonesia
  • 1,320 new users through project trainings
  • 1,000 new users through writing competitions
  • 3,840 new articles by users from both events (indicators 2 and 3)
  • 1% of users are active one month after both events
  • 2,000 licence-free items are digitised
  • First-time cooperation with 35 institutions/organisations/groups

Programme II: Knowledge network

As one of the supporters of global science platform, Wikimedia Indonesia has a duty to keep on improving content quality on Wikimedia's projects by establishing cooperation with organisations that are sharing the same mission.

Sub-programme 2.1: Periodic discussions with participants from organisations with the same vision

Wikimedia Indonesia recognises that there are other institutions and organisations in Indonesia with the same vision and mission. There is an opportunity to hold meetings, formal or informal, to discuss ongoing issues or accommodate ideas and thoughts from experts. Through this activity, a discussion forum can be formed to share ideas among organisations in the form of strategic ideas in order to deal with ongoing problems.

Sub-programme 2.2: Wikimedia Indonesia's involvement in existing forums

As a nonprofit organisation, Wikimedia Indonesia needs to work together and network with other organisations in Indonesia to implement its programmes. The wider the network, the greater the number of programs and their success rate. This will certainly improve Wikimedia Indonesia's value in public and open up opportunities to develop larger programmes and cooperate with various organizations.

Sub-programme 2.3: Publishing newsletters on special issues

To raise individual awareness of current issues, Wikimedia Indonesia publishes periodic newsletters containing news summaries of various issues of concern to the organisation. The newsletter is summarised from a variety of sources and the content should generate readers' interest to participate in discussion forums.

Performance indicators

  • Participating in 10 forums/conferences/events on knowledge in Indonesia and other topics in line with Wikimedia Indonesia's mission
  • Publishing monthly newsletters about Wikimedia Indonesia's activities and other topics in line with Wikimedia Indonesia's mission

Programme III: Platform dan content delivery

As one of the MediaWiki platform providers, Wikimedia allows users to create and expand articles on Wikipedia together. Users searching for information on Wikipedia can access it easily using internet and computer connections.

As technology progresses, the number of smartphone users is growing and exceeding the number of computer users. According to statistics, the number of smartphone users in 2017 reached 2.32 billion people. This needs to be taken into account by Wikimedia so that content delivery on Wikimedia projects can be put to good use through smartphone technology.

Sub-programme 3.1: Content delivery on mobile devices

Wikimedia Indonesia wants to make content suitable for various display formats on mobile devices, such as smartphones. Through this effort, Wikimedia hopes that the content that has been accessible on computer can also be accessed easily on smartphones anytime and anywhere. Wikimedia also hopes that this effort can attract more users to contribute on Wikimedia projects.

Sub-programme 3.2: Opportunity to deliver content with low bandwidth

Indonesia is one of archipelagic countries that needs a nationwide distribution of technological infrastructure. One of the problems that we face is the lack of stable Internet infrastructure in some areas, including Central and Eastern Indonesia. Wikimedia Indonesia seeks to minimize data usage when users are accessing Wikimedia sites. Through low-bandwidth feature, Indonesians with limited Internet connections can access content smoothly without requiring much data and enjoy all contents on Wikipedia and other Wikimedia sites, including Wikimedia Commons and Wikidata.

Sub-programme 3.3: Enriching audio and visual contents

Wikimedia Indonesia realizes that text is the dominant form of content in modern times, and that there is a lack of audio and visual contents. Wikimedia Indonesia wants to focus on enriching content in those formats. Wikimedia Indonesia hopes that audio and visual contents can help users with disabilities to access and use them on Wikimedia project sites.

Sub-programme 3.4: Conducting a survey to see public awareness of Wikipedia

So far, Wikimedia Indonesia has been studying public awareness of Wikipedia through surveys. Through this survey, Wikimedia Indonesia can formulate the right programmes in the future. The expected outcome in this sub-programme is the availability of important information concerning public awareness of Wikipedia and Wikimedia Indonesia.

Performance indicators

  • 1 outreach project in a place with no broadband access
  • 100 new audio files about Indonesia in Wikimedia Commons
  • 100 new visual files about Indonesia in Wikimedia Commons
  • 2 public awareness surveys before and after campaign to assess its performance

Programme IV: Organisational improvement

As a non-profit organization in the form of association, Wikimedia Indonesia realises that in addition to the implementation of targeted programmes, it is also necessary to reinforce the organisational work system so that every program or activity undertaken can run efficiently and well integrated. In order to realise the programmes, Wikimedia Indonesia requires a neat and standardised working system and operating procedures. This is to avoid problems that may arise from imbalances in the absence of standard policies in the operational activities of the organisation, and to foster administrative and financial disciplines.

Sub-programme 4.1: Streamlining organisational structure

Through this sub-programme, Wikimedia Indonesia is committed to improving the policy framework that has not yet been standardized and made official. This policy framework system covers several aspects, namely human resource management, project management, and financial management. The targets to be achieved are the establishment of clear structures and procedures in every decision making in the management of those three things. This is reflected, for example, in the creation of clear step-by-step procedures for recruiting project workers and/or organisation staff, as well as in financial and budget management protocols in each project.

Sub-programme 4.2: Implementing human resource development on a regular basis

Without proper and competent human resources, programs can not work well. Through this sub-programme, Wikimedia Indonesia intends to conduct human resource development on a regular basis through increased competencies, internal and external training, as well as staff assignments to events, conferences, and seminars that are considered beneficial to individuals and organisations. In order to increase the quantity of qualified human resources, Wikimedia Indonesia will also implement an internship program aimed at identifying and recruiting potential new personnel.

Sub-programme 4.3: Increasing Wikimedia Indonesia's internal knowledge management capacity

This sub-programme aims to improve the knowledge management system within Wikimedia Indonesia by creating a structured data storage and recovery system. Lessons learned from previous projects and programmes will not be lost and may be forwarded to new management or project workers so that the same mistakes will not happen again. Good data organization will also foster informed decision making.

Sub-programme 4.4: Wikimedia Indonesia organisational capacity building

Through this sub-programme, Wikimedia Indonesia wants to develop its organizational capacity, especially in fulfilling the tasks that are not yet available in Wikimedia Indonesia, such as the needs of staff or consultants in certain fields, so as to provide more support and improve Wikimedia Indonesia's capacity.

Performance indicators

  • Standard operating procedure, approved by the Board of Trustees, for all financial activities
  • Standard operating procedure, approved by the Board of Trustees, for all administrative activities
  • Standard organisation policy for all activities outside the scope of standard operating procedure
  • Hiring a communications staff to handle all public relations activities, such as managing press release, social media, blog, and newsletter
  • Hiring a staff with expertise in information technology and/or software development
  • Developing internal knowledge management system with advanced repository

Programme V: Sustainable resources

As a non-profit organisation that relies on donor funding, Wikimedia Indonesia must be able to manage its resources and open new resource opportunities in order to maintain the sustainability of its projects. Without funding, projects that have the potential to bring about major changes are threatened. To that end, Wikimedia Indonesia requires a strategy in funding schemes that can include donor diversification, create other funding models, and strengthen relationships between individuals and organizations.

Sub-programme 5.1: Diversifying donors

Wikimedia Indonesia has been receiving funding from several donors. However, the donors are not diverse enough and sometimes can not support Wikimedia projects to the fullest. For that reason, Wikimedia Indonesia strives to be trusted by more donor agencies to manage projects in accordance with the organisation's mission. Diverse donors can also increase support for more programmes.

Sub-programme 5.2: Finding other sources of funding

Wikimedia Indonesia's funding is also tailored to its needs. The funding model should also not depend on internal funds alone. The sharing funds model can minimise expenditure and can be utilised for other activities.

Sub-programme 5.3: Improving individual-organisational support schemes

In nonprofit organisations, individual and interorganisational support is essential. In addition to the same mission, their activities are also oriented towards community. Wikimedia Indonesia plans to improve support among individuals and organisations. Wikimedia thus expects regular collaboration to improve institutional and individual networks.

Sub-programme 5.4: Strengthening relationship between Wikimedia Indonesia and volunteers

Volunteers are the main pillars of the Wikimedia movement. Of course, Wikimedia Indonesia founded by volunteers also needs to get support from other volunteers. Regular meetings with volunteers are expected to capture interest and foster trust in projects managed by Wikimedia Indonesia. The ultimate goal is to hold an event that invites volunteers to exchange ideas about the progress of the Wikimedia movement.

  • Rainy day fund for 6 months of operation (in case of no grant)

Programme VI: Social capital development

Sub-programme 6.1: Presence in government institutions

Although Wikimedia Indonesia has been established since 2008, many government agencies still do not know Wikimedia. Many know Wikipedia better, but Wikipedia is one of 15 projects supporting free knowledge. Therefore, it is necessary to establish relationship with relevant organisations in order for Wikimedia Indonesia to be known and get the opportunity to cooperate with other institutions. We also hope that Wikimedia's capacity and activities can also be widely known within government institutions.

Sub-programme 6.2: Presence in non-governmental and international institutions

Although Wikimedia Indonesia has been established since 2008, many non-governmental and international institutions still do not know Wikimedia. Many know Wikipedia better, but Wikipedia is one of 15 projects supporting free knowledge. Therefore, it is necessary to establish relationship with relevant organisations in order for Wikimedia Indonesia to be known and get the opportunity to cooperate with other institutions. We also hope that Wikimedia's capacity and activities can also be widely known within non-governmental and international institutions.

Sub-programme 6.3: Presence in social media and news coverage

Wikimedia Indonesia also plans to increase the selling power of the project and that of the organisation to social media and news publishers. Although we fully support the spread of free knowledge and have a fairly noble mission, not many people are aware that institutional role is also important. With routine information about each Wikimedia activity accompanied by documentation and dissemination of information, organisational activities can reach citizens and the wider community.

  • Wikimedia Indonesia is included in a group of organisations that are sharing the same mission
  • Starting online and offline campaigns to increase public awareness about Wikimedia Indonesia's vision of promoting free knowledge
